This report summarizes the work of the Forum on Public/Private Social Concern on public will and its connection to public policy and philanthropy. It includes an overview and discussion of the concept of public will; case examples drawn from government, the nonprofit sector, and foundations illustrating different methods of engaging the public; comparative analysis of the case examples; and checklists and questions for grant makers and policy leaders to consider in reviewing proposals and developing projects designed to engage the public. It considers the relationships between public will, public policy and philanthropy; and examines the public's current attitudes toward its role in the policy process and with policy makers and government institutions, the role of media in informing the populace, the relationship of knowledge to public participation, and opportunities for philanthropy to become involved with the public will. It addresses ways to create the informed public will necessary to enable government and the charitable sector to be more responsive to public concerns and effective in their efforts to tackle pressing social issues; and outlines efforts under way to reinvigorate democracy and explores how the public will can influence and affect the work of policy makers and philanthropy. It presents and compares six case examples of differing approaches to the generation of public will and offers suggestions in the form of a checklist for those wishing to promote it.
